Dr. Wylie L. Howard, Sr.

Biography

“A MAN OF SERVICE”

Dr. Wylie L. Howard, Sr., was born in Rincon, Georgia on December 10, 1947. His family moved to Pompano Beach, Florida when he was nine years old. He is a product of the Broward County Public School System and he was a proud member of the Blanche Ely High School 1967 class.  

After taking a year off from his academic studies to help his mother financially, Dr. Howard join the Job Corps Program for additional academic and career training. Dr. Howard earned his Associate of Science Degree from Ft. Lauderdale College in Business Management in 1983. He later earned his Bachelor of Science Degree in Business Administration from the same institute in 1984. He also received a bachelor and master’s degree in theology from Logos Bible Seminary in 1992 and 1993. He received his Doctor of Theology from The Gate of Bethel Bible College in 2014.

Dr. Wylie L. Howard, Sr., was employed by Lundy Technical Center as a machine technician and manufacturing manager before retiring after 26 years of service. Lundy was in Pompano Beach. He also served as Executive Vice President of the Broward County Urban League for 2 years.

He was the Founding Director of First Call for Help of Broward County, where he served for 2 years. First Call for Help is now known as 211.

Dr. Wylie L. Howard, Sr., is Founder and CEO of Choices Network Systems, Inc. Choices Network Systems, Inc was founded in 1999. Choices Network Systems, Inc serves as the parent company of Choices Children and Families Consortium which is a foster care management program. He is also the founder of Choices Network Systems Community Housing Development Organization a multiple housing entity for low and moderate-income families located in Pompano Beach. Choices built its first low and moderate-income home in 2003. Dr. Wylie L. Howard, Sr., was instrumental in the development of Pinnacle Village, Eagle Pointe and Ortanique Estates.

He became pastor of St. James Missionary Baptist Church located in Pompano Beach, Florida in 1999. and he is actively involved with several clergy groups and community boards in the tri-county area.
During his career working with disadvantaged children and families, he has been responsible for program effectiveness, research, board development, and engaging community leaders in the mission of reaching out to the “least, lost and left out”. He continues to work with state funding agencies and strategic planning committees and organizations.

Dr. Howard founded Choices Integrated Services, LLC in 2008 and World of Choices, LLC. Choices Integrated Services and World of Choices provide economic development consultation and opportunities to small businesses in the community. Choices Integrated Services and World of Choices focus is to help small businesses create jobs that promote economic growth for the community.

Choices Children’s Academy was founded in 2010. Since its inception, it continues to be a safe harbor in which children can learn and thrive. Choices Children’s Academy is located at 1048 Foster Road, Florida.

He is married to Celestine Howard and he is the very proud father of four children.

Dr. Angela R. Deal

Speaker, writer, and outreach consultant; Dr. Angela Deal is the Vice President/COO of Choices Network Systems, Inc., a non-profit foster care, low-income and moderate-income organization located in Pompano Beach Florida. She is also the Associate Pastor at St. James Missionary Baptist Church located in Pompano Beach, Florida.

She received her Doctor of Theology degree from Kaleo Institute at Brewer Christian College and Graduate School. She is a former executive director of several DJJ funded programs and the recipient of several leadership awards; she is a frequent session leader and speaker.

Dr. Angela Deal started an outreach ministry to the homeless located Broward County and Dade County. She passed out peanut butter and jelly sandwiches to the homeless weekly and she directed many of them to community service centers for additional assistance. Her passion for the homeless started with seeing a homeless man looking through the garbage for food. This man found a discarded sandwich to satisfy his hunger. Disturbed by the image, Dr. Deal quit her job and dedicated a year of her life feeding homeless. She continues to have a fire in her heart and spirit for the least, the lost and the left out. Along with Choices Network Systems, Inc., Founder and CEO Dr. Wylie L. Howard, Sr., the vision of helping the community remains the focus point of the agency’s mission.  

As Vice President/COO of Choices Network Systems, Inc Foster Care and Housing Programs, Dr. Deal is known for her innovative work in adapting business models. A veteran group facilitator and organizer, she has facilitated and organized several conferences over the past 30 years that have included strategic plan launches, strategic thinking sessions, vision casting, scenario building, core values identification workshops, goal setting sessions, and strategy sessions. Dr. Deal is also a successful grant writer and founder of Harvest Life Christian and Training Centre, Inc.
